Guide to HBA Committees and Councils
Associate Council:
This committee develops programs, events, and services to support the goals and needs of the associate members, including networking opportunities. The Committee meets the third Thursday of each month at 8:30 A.M. at HBA Chester/Delaware Office, West Chester PA.
Education Committee:
This committee designs and implements the Association’s educational programs that are geared toward Builder and Remodeler members. The Committee meets bi-monthly, the third Tuesday of the month, at 8:30 A.M. HBA Chester/Delaware Office, West Chester PA.
Legislative Committee:
This committee has jurisdiction over local, state and federal legislative, regulatory, and legal issues affecting the housing industry. Committee members develop and recommend association policy in these areas for consideration and approval by the HBA Board of Directors. The committee meets the first Tuesday of each month at 8:00 A.M. Dewey Companies, Devon PA.
Membership Committee:
This committee has jurisdiction over matters relating to membership development and retention including identification and recruitment of prospective members, membership appreciation, membership drives, and follow up with expiring members. The Committee meets the first Wednesday of the month at 9:30 a.m. HBA Chester/Delaware Office, West Chester PA.
Communications Committee:
This committee has jurisdiction over matters concerning public relations and public affairs for the housing industry and the Association. It promotes a positive image of the association and its members, and disseminates information about homebuilding issues through the media and various Association communication vehicles. The Committee is responsible for the HBA Newswatch, the Connection, the website, HBA branding, press releases, and e-newsletters. The Committee meets the fourth Thursday of every month at 8:30 A.M. HBA Chester/Delaware Office, West Chester PA.
Sales & Marketing Council (SMC):
Membershipin the SMC requires a separate fee be paid to the HBA. The Council is governed by a separate Board of Directors, with Directors being appointed by the SMC Board. The Council, through its various committees and task forces, provides professional credibility by offering education and certification programs, and developing the Association’s Awards Program for excellence in building, sales and marketing. The SMC Board meets the second Thursday of each month at 8:45 A.M., while sub-committees meet as necessary. HBA Chester/Delaware Office, West Chester PA.
Community Service Committee:
This committee oversees and coordinates all matters relating to the community service activities of the Sales and Marketing Council in order to demonstrate the strong commitment of the association and building industry to the betterment of the community. This includes conducting fundraising activities to support the HBA Charitable Trust. This committee meets as necessary depending on the projects to which the Association has committed involvement and financial support.
Voice of Housing Committee:
The Committee raises funds to support local and state candidates who are pro-housing and understand the need to provide affordable housing. The Committee meets the last Tuesday of the month at 8:30 a.m. HBA Chester/Delaware Office, West Chester PA.
Multifamily Housing Council:
The Multifamily Housing Council represents the specific interests of builders, developers, owners, and managers of all sizes and types of condominiums and rental apartments.
The Multifamily Housing Council serves the diverse needs of NAHB members involved in all aspects of multifamily housing, including design, development, finance, ownership, management, and sales and marketing.

PennDel 50+ Housing Council:
The PennDel 50+ Housing Council’s mission is to provide members with relevant and contemporary services, programs and information that are effectively and efficiently delivered on a collective basis. This includes educational programs, industry research, networking, publications and articles, awards and recognition programs, and regulatory and legislative support. The intent of this support is to enhance the capabilities of members about design, development, financing, ownership, management, and sales and marketing of housing activities and projects, as well as to encourage high quality and professionally managed housing specifically designed for boomers and beyond which will meet the evolving needs of the region’s growing 50+ population.
